There are no good free drum and bass sample packs. What I do is combine one shots from other genres sample packs. There are a lot of good lo-fi hip hop one shots which can make for some nice sounds after being layered and eq. The other option is to sample some one shots out of the classic drum breaks but this gives a more old school sound.

Old Jungle Samples. I recently came across www.sampleoidz.com whilst searching for jungle samples. It looks like it is owned/maintained by Bizzy B, one of the pioneers of the genre. It isn't the best looking site, but for the price I paid, I'm quite happy with the samples, especially The Classic Break Collection (400 breaks for about $15).
